The Senior Vice President/Chief Compliance Officer (CCO) is responsible for overseeing and managing an organization's compliance with laws, regulations, and internal policies. They develop and implement compliance programs, policies, and procedures to ensure adherence to legal and ethical standards. The CCO also provides guidance and training to employees on compliance matters, conducts audits and investigations, and collaborates with senior leadership to mitigate risks and maintain a culture of compliance. The CCO is expected to ensure Board of Directors understanding on key laws and regulations impacting credit union business and answer any questions they may have regarding the credit union compliance landscape. They stay updated on regulatory changes and industry best practices to ensure the organization's compliance efforts are effective and up to date. The CCO must have a strong legal background and be able to guide and decision legal matters on behalf of the organization.

Essential Duties

  • Develops and implements strategies for ensuring that all organizational operations comply with applicable laws, regulations, and standards. Identifies compliance vulnerabilities and takes corrective action. Investigates allegations of illegal, improper, or unethical conduct by employees or company representatives, and addresses violations. Utilizes legal expertise to provide guidance in above mentioned circumstances.
  • Responsible for the development and mentorship of others. Responsible for building collaborative relationships.
  • Identifies and assesses high-risk products and services and recommends risk mitigation strategies to meet or exceed organizational goals
  • Implements fraud detection strategies, and measures fraud costs. Oversees the management and handling of fraudulent events and make relevant business recommendations to manage fraud.
  • Ensures consistent standards of business conduct in all aspects of company operations across all departments. Oversees ethics education and training initiatives. Develops ethical decision-making policies and participates in case reviews and consultations. Directs internal investigations of ethical compliance issues. Keeps abreast of industry changes, trends, and best practices regarding ethical compliance. Consults with outside corporate attorneys as needed regarding legal issues.
  • Acts as the key legal review within the organization. Responsible for contract review, partnership engagements, review of new laws and regulations, internal conflict resolution and other legal matters.
  • Responsible for the development, oversight and implementation of Enterprise risk management tools including risk identification, assessment of risk on the operations and mission, prioritization, development and implementation of response to mitigation plans, monitoring, reporting templates and communications tools.
  • Lead the annual and on-going assessment of the Enterprise Risk Mangement program and framework working directly with risk owners to complete risk analysis and develop risk documentation and reporting mechanisms. Act as an advisor and partner to department heads.
  • Develop and maintain written policies and ensure that procedures are in place to achieve compliance with board approved policies; ensures that staff receives related training as required; establishes and monitors internal controls and standards for compliance.
  • Establish, and coordinate ongoing maintenance of the credit union’s business continuity plan. Coordinate annual testing. Consult with and assist organization management leaders and other administrative leaders to develop, maintain and report on a response plan for all risks and opportunities assigned to them to ensure effective risk management, policies, procedures and controls.
  • Responsible for ensuring credit union compliance with all NCUA and state/federal laws by serving as the Credit Union’s Compliance Officer.
  • Responsible for all aspects of the corporate-wide Bank Secrecy Act (BSA) and Anti-Money Laundering (AML), Identity Theft and Red Flags programs.
  • Leading all applicable rules and regulations implementation
  • Leads the internal audit department, creating an audit plan that responds to the risk faced by the credit union, assigning projects based on skill set, and ensuring high-risk projects are managed effectively.
  • Conflict resolution experience with ability to steer outcomes focused on compliance with applicable laws, regulations and standards with consideration of business outcomes.
  • Interact with Membership on escalated complaints and ability to convey the credit union's position on points of contention. Provide clear response with support of compliance with applicable laws, regulations and standards.
  • Ability to represent the organization as a direct liaison with state and federal regulators.
  • Performs other duties as assigned.

Candidate must be a seasoned executive level individual with experience leading a team and interacting with Senior Management and Board of Directors.

Language Skills

Ability to read and comprehend instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to Members and other Team Members at the organization.

Mathematical Skills

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute dividends and interest.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written or oral form.
